  17. <p>A monetary crisis in Europe forces Germany to cut interest rates
  18. </p>
  19. <p>     Germany's powerful central bank, The Bundesbank, finally did
  20. what other European governments have been crying out for since
  21. last September--cut interest rates, dropping its key Lombard
  22. rate from 9.5% to 9% and discount rate from 8.25% to 8%. The
  23. surprise move defused the latest crisis in Europe's linked
  24. exchange-rate system caused by a 10% devaluation of the Irish
  25. punt and a fierce attack by speculators on the Danish krone, one
  26. of Europe's strongest currencies. The rate cut also buoyed the
  27. sinking British pound, which last year was forced completely out
  28. of the currency grid by Germany's high interest rates. The
  29. action should lead to similar cuts in other European countries,
  30. ravaged by high unemployment and tottering near recession.
